As part of ongoing efforts to deepen collaborations among stakeholders and streamline revenue collection in the State, the Kwara State Internal Revenue Service (KW-IRS) on Friday, 24th July 2026 organised a workshop on the tax reforms for Local Government Chairmen and selected officers at its corporate head office in GRA, Ilorin.

Delivering the opening remarks, the Executive Chairman, KW-IRS, Shade Omoniyi explained that the workshop was convened to discuss joint revenue generation strategies between the Service and the LGAs, and establish a shared framework for revenue administration in Kwara State.

“Nothing can be done in isolation. Revenue generation is a collective responsibility, and our Local Government Chairmen must be fully carried along as vital partners in progress,” Omoniyi stated.

She observed that the sessions were designed to build top-level understanding among decision-makers, resolve grey areas, and assess the direct impacts of the new tax reforms on local government administration.

The workshop featured technical presentations anchored by seasoned revenue professionals. The first paper titled “Legal Framework, Institutional Responsibility, and Harmonized Revenue Framework under the New Nigeria Tax System” was delivered by the KW-IRS Head, Market and Micro Business, Lukman Mustapha.

Mustapha explained the statutory roles of stakeholders under the updated legislation, emphasizing how a unified framework eliminates double taxation and enhances institutional coordination. Following the presentation, the Executive Chairman reiterated the need for sustained collaboration between State and Local Government authorities to maximize collective revenue drive.

The second paper on “Organizational Tax Compliance: PAYE and Withholding Tax Obligation” presented by Head, Tax Assessment, Abdullahi Gegele, focused on institutional accountability, offering practical computations and illustrative examples on Pay-As-You-Earn (PAYE) and Withholding Tax. He highlighted compliance, discipline, risk management, offences and penalties as essential parts of tax administration.

Addressing questions on the workshop’s overall impact, the Executive Chairman clarified that the initiative specifically targets Local Government Chairmen and Treasurers as critical partners in ensuring a harmonized revenue framework that eliminates double taxation, sharpens institutional tax compliance, and drives sustainable development across all Local Government Areas. She added that through continuous capacity-building sessions and active stakeholder engagement, the Service remains dedicated to transparency, efficient tax collection, and strong inter-governmental partnerships.

In attendance were the LGA Chairmen and their key officers; KW-IRS Director Legal and Compliance, Shehu Abdullahi; Director, Income Tax, Mohammed Usman; selected Heads of Departments, and staff of the Service.
