In line with its commitment to deepening collaboration among stakeholders, the Kwara State Internal Revenue Service (KW-IRS) on Thursday, 10th September 2026, organised a workshop on Local Government Revenue Administration under the New Tax Reform Regime.
The workshop aimed at equipping Local Government Revenue Officers, Accountants and Biometric Officers with the requisite knowledge and understanding of the new tax laws and their implications for revenue administration, following an earlier technical session which was organised for the sixteen LGA Chairmen and their Treasurers to ensure effective implementation of the tax reform.
Declaring the workshop open, the Executive Chairman, KW-IRS, Shade Omoniyi, stated that the training could not have come at a better time, noting that the success of the tax reforms depends not only on the quantity of laws enacted at the national level, but also on how effectively such laws are understood, interpreted, and implemented across the three tiers of government.
She explained that the new tax architecture, anchored by the four new laws, represents a fundamental shift towards a more coordinated, transparent, technology-driven, and taxpayer-focused system of revenue administration.
According to the Executive Chairman, the reforms are designed to simplify taxation, promote voluntary compliance, improve revenue efficiency, and ensure consistency in the administration of taxes.
She therefore urged the participants to seize the opportunity provided by the workshop to build and sustain a revenue administration system that is efficient, transparent, technology-driven, harmonised, and taxpayer-friendly.
In his remarks, the representative of the Association of Local Governments of Nigeria (ALGON) Chairman, Prince Banji Obalola, described the workshop as a commendable gesture by KW-IRS towards Local Government stakeholders, noting that it provided an opportunity for participants to gain deeper understanding of the new tax reform and its implications for their operations.
He expressed optimism that the knowledge acquired would contribute to transforming revenue administration practices at the Local Government level.
Delivering a paper titled “Harmonised Revenue Framework Under the New Nigeria Tax Laws", the Director, Income Tax, KW-IRS, Mohammed Usman, shed light on the harmonisation aspect of the new tax system as well as the implications, challenges, and possible solutions associated with the new framework.
Similarly, the Head, Market and Micro Business Department, Lukman Mustapha, presented a paper on the “Legal Framework and Institutional Responsibility Under the New Nigeria Tax Laws.” He provided an overview of the tax reform, the new Nigeria tax laws, the legal framework, and key provisions of the Kwara State Harmonised Taxes and Levies (Approved List for Collection) Law, 2025.
Other technical presentations were delivered by Michael Yusuf and Oluwatosin Aloba, focusing on “Operational Implications for Revenue Administration and Reporting,” and “Organisational Tax Compliance: PAYE and WHT Obligations" respectively.
The workshop featured an interactive question and answer session which provided the participants the opportunity to seek clarification on various aspects of the new tax regime and its practical application for revenue administration.
In his remarks, the Director, MDAs, Omotayo Ayinla, encouraged participants to embrace the new tax reform and ensure that the knowledge gained reflects in their day-to-day activities. He further assured the participants of KW-IRS' readiness to provide necessary guidance and clarification within its capacity whenever required.
Giving the closing remarks, the Chairman, Local Government Accountants Forum, Emmanuel Abdul, appreciated KW-IRS for organising the workshop, describing it as insightful and impactful. He pledged the support and cooperation of the Local Governments towards achieving an improved and effective revenue administration in the State.
