Shade Omoniyi (B. Eng, MBA) is the Executive Chairman of KW-IRS. She was previously the MD/CEO of FBN Mortgages Limited and was also the Group Head, Banking Operations at First Bank of Nigeria Limited. Prior to that, she was the Group Head Public Sector where she was responsible for all Public Sector business for Lagos State and other Federal Agencies in Lagos. She has over 30 years experience in Banking, IT and Business Development. She is an Alumnus of the Lagos Business School (SMP18), London Business School, Stanford Business School and the Michigan Ross School of Leadership.
Omolara Mulikat Ojulari
Director, Accounts & Finance
Omolara Mulikat Ojulari (B.Sc. M.Sc. Accounting with Finance) is the Director, Accounts & Finance of KW-IRS. She had her higher studies from Nigeria and London Southbank University. Worked briefly at the Equitorial Trust Bank in Nigeria and as a Senior Accountant and Academic Lecturer at various institutions in United Kingdom. She worked as a Research Fellow II/Lecturer II at the Kwara State University, (KWASU) Malete for Six (6) years and served under various capacities at KWASU. Before her appointment, she acted as Head, Accounts & Finance Directorate and Internal Audit Department respectively at KW-IRS. Omolara Ojulari is a renowned revenue administrator, an Associate of Chartered and Certified Accountant (England and Wales), Associate Members, Institute of Chartered Accountants of Nigeria (ICAN) and Associate Member, Chartered Institute of Taxation of Nigeria (CITN).
Olatunji Ahmed Balogun
Director, Admin & OPERATIONS
Olatunji Ahmed Balogun (B.Sc., M.Sc., MBA in Economics and Finance) is the Director, Admin & Operations of KW-IRS. He was the Executive Director, Business Development, Bolbod Oil and Gas Limited. He had professional courses at Lagos Business School on Advanced Financial Analysis and Valuation Modeling and has in-depth knowledge of banking operations, Service Quality Management, Relationship Management, Credit and Risk Management. He served on the Committee on the review of Sales of Kwara State government assets and has over 20years of working experience in Banking, Financial Consultancy, Audit, and Oil and Gas. He is a Chartered Accountant.
Shehu Mogaji Abdullahi
Director, Legal & Compliance
Shehu Mogaji Abdullahi, (LLB, BL, LLM) is the Director, Legal & Compliance at Kwara State Internal Revenue Service (KW-IRS). He had his First Degree in Law from the prestigious Ahmadu Bello University, Zaria and further his academic pursuit at Obafemi Awolowo University, Ile-Ife. He possesses vast knowledge in Corporate Governance, Commercial Law and practice, Civil and Criminal Litigation, Company Law, and Secretarial practice. Barrister Abdullahi headed Adebayo Adelodun, SAN & Co. firm, where he provided several legal representations and advisory roles. He was also a staff of the defunct Trade Bank Plc where he rendered legal services, represented the bank on several legal occasions before setting up his private legal practice in 2006 in Ilorin, Kwara State. Shehu Mogaji Abdullahi was the Acting Managing Director/CEO and Company Secretary/ Legal Adviser to Harmony Holdings Limited Investment & Trust Limited until his appointment as a Director at Kwara State Internal Revenue Service.
Mohammed Shehu Usman

Mohammed Shehu Usman,(B.Sc., M.Sc, in Accounting and Business Management) is the Director, Income Tax at the Kwara State Internal Revenue Service (KW-IRS). He has worked and served in various capacities in Business, Banks and Financial institutions and performed various managerial roles at the Omega Bank, Heritage Bank Company Limited and Unity Bank from 2003 until his appointment by the Kwara State Government as a Director at KW-IRS. Mohammed Usman is a Fellow of the Institute of Credit Administration (ICA), Associate of the Chartered Institute of Bankers of Nigeria (CIBN) and Associate Member, Chartered Institute of Taxation of Nigeria (CITN).
Omotayo Saliu Ayinla
Director, MDAs
Director, MDAs Omotayo Saliu Ayinla, (B.Sc., M.Sc, MBA, Accounting and Financial Management) is the Director, Ministries, Departments and Agencies (MDAs) of the Kwara State Internal Revenue Service, (KW-IRS). He was a lecturer at the Lecture Centre of the Association of National Accountants of Nigeria (ANAN). He has worked with the Kwara State Teaching Service Commission and also at the Kwara State Local Government Service Commission, Ilorin where he served for years as the Council Accountant at different Local Governments until he was appointed a Director at KW-IRS by the Kwara State Government in February 2024. Omotayo Ayinla is an Associate Member of the Chartered Institute of Taxation of Nigeria (CITN); member, Association of National Accountants of Nigeria (ANAN); member, Institute of Chartered Economists of Nigeria (ICEN); member, Institute of Certified Public Accountants of Nigeria (ICPAN); member, Nigerian Association for Educational Administration and Planning (NAEAP) and a member of the Association of History Society of Nigeria (AHSON).
