Press Release on the Kwara Citizenship Certificate

The State of Origin (also known as Citizenship or Indigenization) Certificate is issued by the relevant local government claimed by applicants.

The process for issuing the certificate in Kwara State was automated online in 2016, following an agreement between the Kwara State Government and all the 16 local governments at the Joint Revenue Committee (JRC) to sanitize and automate the process of the issuance of the certificate. The citizenship certificate had in the past been subject to rampant forgery, discrepancy and cases of different types of certificates being issued even within the same local government. A new centralized security certificate was designed which is the same across all local governments and verifiable online, with the details of the applicant written/typed with a unique form number. This certificate is issued at an agreed rate of N2500, out of which N2000 goes to the local government and N500 (N462.5 after deduction of transaction fees) to the Kwara State Internal Revenue Service (KW-IRS), which is the sole revenue collecting body of the state government.

The JRC later made it mandatory to provide evidence of payment of Personal Income Tax (PIT) by applicants or their parents or guardians as a requirement before issuance of the Citizenship Certificate. As KW-IRS does not have revenue officers in the local governments offices, it was agreed that the local governments will request for this evidence, and in the event that it the applicant does not have this evidence, will collect the minimum PIT on behalf of the state, which is N1500. They will then issue receipts provided by KW-IRS and remit the PIT back to the state.

Now, this aspect of PIT has also been automated and is now payable online, with no added fee or charge. The total payable online is N2500 for those who have paid their PIT and N2500 + N1500 = N4000 for those who have not paid their PIT. The evidence of payment of PIT will still be presented at the local government before issuance of the certificate if it’s not paid online.

We wish to state categorically that there has been no increment of the fees for the Kwara State Citizenship Certificate which is issued by local government authorities. Also note that the reason for automation is to eliminate extra charges, leakages and to ensure that PIT gets to KW-IRS as prescribed by the law.
